Existing terror laws needs to be made more stringent: Dasmunshi

Under scathing attacks from all quarters for its 'inept' handling of the internal security situation, the Centre announced a slew of measures to beef up the security apparatus in the country. Central to the new plan would be to ensure better coordination between different intelligence agencies and the state police to ensure a unified approach to terror. However, the government appears to be divided over the need for stringent laws to fight terror as Union Minister Priyaranjan Das Munshi, while addressing a press conference along with Home Secretary Madhukar Gupta, said that there is no need for specialised terror law. “Laws like POTA were "absolutely draconian". Instead there is a need to strengthen existing laws,” added Munshi. Interestingly, his views are in contradiction to Administrative Reforms Commission chairman and Congress spokesperson Veerappa Moily’s view that there is a need for special laws to tackle terror. Madhukar Gupta elaborated on the slew of measures planned by the government. He revealed that an additional 6,712 posts and 130 vehicles have been sanctioned for Delhi Police as the national capital perpetually remains the prime terror target. He revealed that more CCTVs have been approved for IB. Moreover, 58 markets and 27 border posts in the national capital will be brought under CCTV coverage in a time-bound manner. In view of the need to keep the intelligence agencies up-to-date, Gupta also announced the setting up of a new research and technology centre within the Intelligence Bureau.

You got the laws but laws need to be executed in an effective and fair manner. There is a state sponsored terrorism in Kashmir. Indian forces have killed more than hundred thousand people in Kashmir, 50 in just last two months. Don’t you see it as the state terrorism? It is like criminals and judges sharing same positions in Kashmir. Whether the laws need to be strict for saving the innocent people from the terrorists or to kill them under the campaign of “war on terrorism”. For the past two decades, thousands of F.I.R reports were registered in Kashmir against the atrocities done by Indian forces. Hundreds of committees were formed to investigate into such cases but nothing was done on the ground level. This zig-zag attitude of the UPA govt.on the stringent laws is a case of very poor administration,just keeping aim on the vote bank and not the security of the nation.With this divided attitude and not aiming control on terror,but going wayward is leading to nowhere.It is the execution of the law and not the law itself.Are terrorists not draconians,when they are killing innocents?.Are there no cases of human rights when existing IPC laws are applied? - V.M.Puri - Faridabad

Why is UPA shy of bringing back POTA but talking of making existing laws tougher? Because they do not want to upset Muslims but at the same time want tougher laws to use against Hindu activists who are opposing Christian conversions. POTA free terrorists target Hindus.
