Chidambaram unveils govt’s plan to crackdown on terror

Union Home Minister P Chidambaram on Thursday while calling out for unity in the nation outlined the steps that are being taken by the government to strengthen the security apparatus in the nation. In his first Parliament speech after taking over the reins from Shivraj Patil, Chidambaram revealed that government will introduce a set of bills to strengthen security; urging the Lok Sabha to pass the bills to strengthen preventive, investigative and prosecution measures, including the one to set up a national investigative agency in this session itself. Proposed steps:
· Regional NSG hubs
· Drawing up from Army commandoes to assist in operations
· Centre to set up 20 counter-insurgency and anti-terror schools for training commandos from police forces.
· Creation of Coastal Command for overall security of 7,500-km coast-line.
· Raising of Indian Reserve battalions comprising special commando units.
· Expedite the process of filling up vacant posts in the intelligence gathering agencies. With regards to the intelligence failure that lead to the atrocious attacks on Mumbai, the Home Minister confirmed that intelligence was available about the possibility of attack from the sea. On the Navy and the Coast Guard’s claims that the intelligence provided was “un-actionable”, Chidambaram said that the information about movement of terrorists from Karachi was passed on to the Coast Guard and the Navy. But, the Navy found that the coordinates given were within the territorial waters of Pakistan hence they could not investigate it further. On the way forward, Chidambaram said, “All aspects of intelligence network are under my observation. Although the basic structure is correct, delivery modules need to be fine- tuned.” Pakistan’s involvement Valuable evidence had been gathered to establish the involvement of Lashkar-e-Taiba (LeT) militants from Pakistan in the Mumbai terror attack, Chidambaram said, asserting that India "cannot go back to business as usual". “The finger of suspicion points to the territory of our neighbour, Pakistan. We will strain every nerve to defend our borders. Given the nature of the threats, we cannot go back to business as usual. Hard decisions will be taken to protect our country and its people,” said Chidambaram. “Valuable material evidence has been collected from the trawler they (militants) hijacked off the Gujarat coast to the inflatable dinghies they took to arrive in Mumbai that their origins were from Pakistan,” he added. Detailing the journey the 10 militants undertook after boarding a vessel near Karachi on Nov 23 and how they carried out their operation with meticulous precision after arriving in Mumbai in the evening of Nov 26.

Government should also consider the ideological sources of terrorism when combating it. This would require the government to consider those portions of the Quran that call upon slaying idolaters as a possible source of today`s terrorism. -K.Venugopal - Mumbai
